Is the License Exchange (Gaimen kirikae) driving exam at Fucyu examination center hard to pass ?

Requirements

  1. Passport (which can prove your stay in your country for 3month minimum since your license issue date by showing custom stamps)
  2. An official copy of Jumin-hyo (residence card) containing about the information of your registered domicile
  3. Ex-license card, if you have already
  4. Photo 3cm high × 2.4cm length
  5. Glasses (if needed)
  6. Valid foreign license

Necessary Process and Time Requirements for Getting a Driver’s License

This page contains information on how to convert a foreign driver’s license to a Japanese driver’s license for those who are considering applying at Driver’s License Centers in Tokyo. To ease your understanding, we explain the whole process using simpler terms, such as Gakka Shiken (written test), or Gino Shiken (driving test). However, in Driver’s License Centers, Gakka Shiken is often described as Ninchi Kakunin, Gino Shiken is Gino Kakunin, and Shiken is Shinsa

Four-Step Essential Process

Step1. Obtain a Japanese translation of your foreign driver’s license

Step2. Conduct necessary procedures at a Driver’s License Center

Step3. Take driving lessons at KIKI DRIVING SCHOOL

Step4. Take Gino Shiken (driving test) at the Fuchu Driver’s License Center

Step1. Obtain a Japanese translation of your foreign driver’s license.

You need to submit a Japanese translation of your foreign driver’s license. The translation service is available at Japan Automobile Federation (JAF). Or some foreign embassies can prepare a translation for you. However, not all embassies (i.e. the U.S. embassy) provide this service. Therefore, we strongly recommend that you to check the service availability in advance if you are going to ask for assistance at your embassy.

Please note that any Japanese translations are NOT acceptable other than the translation issued at JAF or foreign embassies. Accordingly, any translations prepared by your own translation agency cannot be accepted.

Step 2. Conduct necessary procedures at Driver’s License Center.

The following are necessary procedures if you live in Tokyo.

Places:

There are three Driver’s License Centers available in Tokyo.
★ Samezu Driver’s License Center(An application can be made by those who have a driver’s license of any country or region.)
★ Fuchu Driver’s License Center(An application can be made by those who have a driver’s license of any country or region.)
★ Koto Driver’s License Center(Please note that application can be made only by those who have a driver’s license issued in a country or region listed below at Koto.)
Countries and Region (25 countries and one region):
Australia, Austria, Belgium, Britain, Canada, Czech Republic, Denmark, Finland, France, Germany, Greece, Holland, Iceland, Ireland, Italy, Korea, Luxembourg, Monaco, New Zealand, Norway, Portugal, Slovenia, Spain, Sweden, Switzerland, and Taiwan.

Necessary Procedures:

1. Take an aptitude test.
2. Submit required documents.
3. Take the Gakka Shiken (written test) for the road laws knowledge check.
4. Make appointments with KIKI DRIVING SCHOOL for the driving lesson. The Gino shaken (driving skill exam) will take place at a later date.
Please note that article 3 and 4 above can be exempt. Depending on the issuing country of your driver’s license. If you need to go through 3 and 4, please see the detailed explanation at the bottom of the page.
★Exam-exempt countries and regions (25 countries and one region):
Australia, Austria, Belgium, Britain, Canada, Czech Republic, Denmark, Finland, France, Germany, Greece, Holland, Iceland, Ireland, Italy, Korea, Luxembourg, Monaco, New Zealand, Norway, Portugal, Slovenia, Spain, Sweden, Switzerland, and Taiwan.

Documents Required:

- A valid foreign driver’s license.
- A Japanese translation of the foreign driver’s license.
- Japanese driver’s license(s) if any (e.g. motorcycle license, old driver’s license).
- An official copy of Jumin-hyo (proof of residence registration) containing your nationality. Or passport and a document showing you currently stay at the address on your application if you are not subject to the Basic Resident Registration Act (e.g., a certificate issued by the householder or hotel manager).
- An official document proving that you had stayed in the issuing country or region for a total of three months or more since the original acquisition date (bring all passports with you including the expired one if any).
- An identification photo (3 centimeters by 2.4 centimeters). An instant photo machine is available at each driver’s license center.

Real examples of our customers who failed to get a Japanese driver’s license:

Case1. The foreign driver’s license had already expired.
Case2. The person had not stayed in the issuing country or region for a total of three months or more since the acquisition date.
Case3. Name written on the driver’s license was different from the legal name of the passport (simply misspelled).
Case4. The original acquisition date was not mentioned on the foreign driver’s license. In this case, an official document proving the original acquisition date (such as driver’s record) is required.

Step 3. Take driving lessons at KIKI DRIVERS SCHOOL

Prior Appointment is recommended

At this point in the process our customers usually start taking lessons. Please note that we can be fully booked during the busiest seasons. We recommend that you make an appointment ahead of time, during Step 1. It usually takes about one to one and a half weeks to go from Step 2 to Step 4.
We aim to provide driving lessons even if you have not driven for a while, or have a driver’s license but have simply never drove. However, if so, it usually takes a longer time to build up your driving skills. Please contact us in advance for the most efficient planning.

Step 4. Take Gino Shiken (driving skill test) at Fuchu Driver’s License Center

Place:

Fuchu Driver’s License Center.

Even if you apply at Samezu, you must take the driving test at Fuchu. Please note that as long as you live in Tokyo, the driving test always takes place at Fuchu.
★Samezu Driver's License Center is temporarily out of service due to construction (it is scheduled newly open in March 2016).
★At Koto Driver's License Center, no driving tests are given since there aren't any facilities available.

Preparation for exams:

Gakka Shiken (Written Test)

7 out of 10 is a passing score. In Tokyo, questions associated with traffic safety laws are often considered to be "common sense," (according to the survey results conducted with our customers). Most customers felt that it was unnecessary to spend extra time on studying for the exam. Please feel free to ask if you have any concerns about the written test. We can introduce you to some educational materials.

Gino shiken (Driving Skill Test)

The driving skill test determines not only your driving skills. It is important that you to drive to the qualifying standards. It is often said that “the Japanese driving test is the most difficult in the world," however, if you understand the standards and know the correct exercises to achieve a passing score, you shouldn't be concerned.
